Prime Minister
Dr. Mohammad Ghazi al-Jalali
Born in Damascus in 1969.
He previously worked as Minister of Communications and Technology from August 2014 until July 2016, Assistant Minister of Communications and Technology from May 2008 until August 2014, Associate Professor and President of the Syrian Private University (SPU) since September 2023, and Chairman of the Board of Trustees of Arab Quality Makers since April 2019.
Dr. Al-Jalali holds a doctorate in engineering economics from Ain Shams University in Cairo in 2000, a Master of Science in civil engineering from Ain Shams University in Cairo in 1997, a postgraduate diploma in civil engineering from the University of Damascus in 1994, and a bachelor’s degree in civil engineering from the Faculty of Civil Engineering, University of Damascus in 1992.
He worked as a consultant and expert in many works for the benefit of the public and private sectors in Syria and participated in the completion of many major engineering projects in Syria.
Minister of Defense
Major General Ali Mahmoud Abbas
– Born in Damascus Countryside province on Nov.2nd, 1964
– He joined the Military College on January 3, 1983, specialization of armored vehicles.
– He graduated with the rank of lieutenant on October 7th, 1985.
– He was promoted to the rank of Lieutenant General on 1-1-2018 and the rank of Major General on 4-30-2022.
The posts he has occupied:
– He has occupied a number of high posts, the latest of which as Chief of the General Staff on March 18th, 2021.
Courses he followed:
Abbas followed many basic and informative courses inside and outside the country, the most important of which are:
– Command and Staff course in the Republic of Pakistan in 1997.
– A national defense course in Britain – the Royal College of Defense Studies, 2000-2001.
– An international crisis management course in Sweden at the Royal Swedish College in 2003.
– A course in directing the state’s defense in the Netherlands, the Royal College in 2004.

Mohammad Abdelsattar al-Sayyed
-Born in Tartous, 1958.
-Graduated from Damascus University, Faculty of Economy and Trade.
-Holds a PhD in Islamic Studies from Damascus University.
-Director of Religious Endowments Department in Tartous and Mufti of Tartous (1985-2002).
-Assistant Minister of Religious Endowments for Religious Affairs in 2002.
-Minister of Religious Endowments since 2007.
-Participated in many Islamic conferences.
-Married with three children.
Local Administration Minister
Eng. Louai kharitah
Born in 1967.He holds a master’s degree in business administration from the Higher Institute of Business Administration (HIBA) specializing in services marketing, and a bachelor’s degree from the Faculty of Civil Engineering at the University of Damascus in 1991.
Member of the Engineers Syndicate since 1995, a member of the Council of the Engineers Syndicate, Damascus Countryside Branch, Chairman of the Survey Committee of the Engineers Syndicate Branch, a member of the Supreme Relief Committee, and Chairman of the follow-up committee emanating from it to manage the humanitarian response plan implementation project.
He was appointed Governor of Daraa Governorate from 2021 until his appointment as Minister, and Assistant to the Minister of Local Administration and Environment from 2009 until 2021.
Interior Minister
Maj. Gen. Mohammad Khaled al-Rahmoun
– Born in Idleb, 1957.
– Held numerous military posts, the last of which is Head of the Political Security Department.
-Married with 6 sons.
Education Minister
Mohammad Amer Mardini
Dr. Mardini was born in Damascus in 1959. He holds PhD in Pharmacy in pharmaceutical quality control, from Humboldt University, Germany, in 1988.
He occupied several positions, including Professor at the Faculty of Pharmacy at al-Andalus University for Medical Sciences, and Professor at the Faculty of Pharmacy, University of Damascus, and currently he is Rector of al-Andalus University for Medical Sciences.
He is member of the Board of Trustees of Distinction and Creativity Agency and member of the Board of Trustees of Aamal.
He also occupied several positions, including, Director of Academic Programs in the Excellence and Creativity Authority, Minister of Higher Education, Rector of Damascus University, Dean of the Faculty of Pharmacy, University of Damascus
He won al-Basil Awards for the best research project and has several contributions in many scientific societies and bodies, in addition to publishing scientific books, nonfiction books, and about 55 scientific papers in many scientific journals.
Minister of Justice
Mr.Ahmad al-Sayyed
He was born in Quneitra in 1965, He graduated from faculty of Law in Damascus University in 1994.
He served as the first investigating judge and then Judge of financial investigation and a public lawyer in Damascus countryside and first Attorney General in Damascus and a consultant for the Court of Cassation.

Minister of Public Works and Housing
Dr. Hamza Ali
Born in 1967.
He holds a degree in civil engineering from Al-Baath University in Homs in 1990 and a doctorate in project management from Cairo University in 1997.
He worked as Head of the Engineering Management Department at the College of Civil Engineering at Al-Baath University, Deputy Dean of the College, and a member of the Higher Education Sector Development Program. He has a number of books and published scientific research.
Minister of Agriculture and Agrarian Reform
Dr. Fayez al-Mikdad
Born in Damascus in 1978.
He holds a doctorate degree in agricultural economics, specializing in agricultural development planning, from Ain Shams University in Cairo in 2009, and a master’s degree in agricultural economics, specializing in agricultural production planning, from Ain Shams University in Cairo in 2005.
He graduated from the Faculty of Agricultural Engineering at Damascus University, specializing in agricultural economics in 2001.

Dr. Mohammad Rabie Qalaaji
Born in Aleppo in 1981.He holds a doctorate in accounting from the Faculty of Economics at the University of Aleppo in 2012, specializing in international accounting standards and financial and banking crises.
He holds a master’s degree in accounting from the Faculty of Economics at the University of Aleppo in 2008, and graduated from the Faculty of Economics, Accounting Department at the university in 2003. He was elected as a member of the People’s Assembly for the second and third legislative sessions.

Salam Mohammad al-Saffaf
-Born in 1979.
-Holds a PhD in political sciences from Toulouse 1 University Capitole in France (2010), a Master’s degree in international relations from the Faculty of Economy of the University of Damascus and a Professional, Master’s degree in public administration from the National Institute of Public Administration. She served as Assistant Minister of Administrative Development.
-Supervised organizational structures and statutes of a number of ministries.
Health Minister
Dr. Ahmad Damiriyah
Born in Damascus countryside in 1971.
He holds a bachelor’s degree in human medicine from the University of Damascus in 1995, specializing in general surgery, and the Syrian Board of General Surgery from the Syrian Board of Medical Specialties, specializing in laparoscopic surgery.
He was appointed Assistant Minister of Health for since 2021, Director of Hospitals in the Ministry from 2018 to 2021, Director of Communicable and Chronic Diseases from 2014 to 2018, and Head of the Hospitals Department in Damascus Countryside Health Directorate from 2007 to 2009.
He is a general and laparoscopic surgeon specialist in hospitals. Damascus Countryside Health Directorate.
Social Affairs Minister and Labor
Eng. Samar al-Sebai
Born in Homs in 1965.
She holds a bachelor’s degree in civil engineering from Al-Baath University in Homs in 1990.She worked as Director of Social Affairs and Labor in Homs from 2018 to 2021, and President of the Syrian Authority for Family and Housing Affairs from 2021 until her appointment as Minister.
She also worked as an engineer in Homs City Council, the Technical Services Directorate, and director of the engineering office in the Women’s Union.
Member of the Emergency Committee for the Protection of Women in Armed Conflicts in the Arab Region, Member of the Executive Council of the Arab Women’s Organization representing Syria, Member of the Women’s Labor Affairs Committee of the Arab Labor Organization, Member of the National Committee for Sustainable Development in Syria, and Member of the Scientific Research Ethics Committee in Syria.
Minister of Water Resources
Eng. Moataz Qattan
Born in Damascus countryside in 1966.
He holds a bachelor’s degree in civil engineering from the University of Damascus in 1989 and a master’s degree in business administration from the Higher Institute of Business Administration in 2018.
He worked as governor of Deir Ezzor Governorate from May, 2024 until the date of his appointment to the ministry, as general director of Adra Industrial City from 2023 to 2024, assistant to the Minister of Local Administration and Environment from 2015 to 2023, and director of local councils in Damascus countryside governorate from 1999 to 2013.

Mohammad Samer al-Khalil
Born in Damascus in 1977.

Dr. Bassam Hassan
Born in 1958.He holds a civil engineering degree from Tishreen University in 1981 and a doctorate from the Central Institute of Science, Research and Technical Assistance for Building in Moscow in 1988. He has been a faculty member at Tishreen University since 1989.
Dr. Hassan worked as President of Tishreen University from 2018 until 2024, Dean of the Faculty of Civil Engineering at Tishreen University in 2011, Director of the Coastal Region Branch of the General Company for Technical Studies and Consultations from 2002 until 2008, and an advisor to the Ministry of Higher Education in work related to Tishreen University Hospital.
He is a researcher in the field of engineering project management, improving the performance of institutions, and construction technology. He has more than 35 scientific papers published in local or foreign peer-reviewed journals, and he has been a member of the Council of Higher Education since 2018.
Communications and Technology Minister
Iyad Mohammad al-Khatib
Born in Damascus, 1974.
Obtained Bachelor’s degree in Communications Engineering from Damascus University.
Held numeruos administrative positions including Director of Damascus Communications Branch, Head of Technical Department at the Syrian Telecommunications Establishment (Syrian Telecom) and Executive Managing Director of the Syrian Telecom.

Firas Hassan Qaddour
Born in Damascus countryside in 1962.
He holds a doctorate in mechanical engineering, specializing in machine building technology.

Culture Minister
Diala Barakat
She holds a doctorate in Roman stone sculptures from the University of Rome III in Italy. A diploma in classical antiquities from the University of Damascus, and a BA in archeology from the University of Damascus.
She is fluent in Italian, French and English, and has followed many training courses.
She has participated in archaeological work, such as excavation and documentation, with several foreign and national missions since 2001, and in documenting the damage to the Palmyra Museum as part of the General Directorate of Antiquities and Museums team in 2016.
She was appointed Minister of State from 2021 until her appointment as Minister of Culture in 2024.
Transport Minister
Eng.Zouhair Khzeim
He was born in Lattakia in 1963, he has got a civil engineering diploma from Form Russian Federation “Soviet Union” in 1987.
Executive Engineer at the General establishment for drinking Water and sanitation in Lattakia since 1987.
Branch Director and central director at the General Land Reclamation Company in Aleppo since 1996 and assistant general director of the military Housing Establishment since 2008.
He was appointed as Director of Branch 7 of the military Housing Establishment in 2012, as well as an assistant director of the General Manager, and then General Director of the military Housing Corporation since 2017.
He got married with three children.
Electricity Minister
Dr. Sinjar Taama
He holds a postgraduate degree from the National Institute of Public Administration in Damascus in 2005.
A doctorate in energy engineering from the Polytechnic University in Bucharest, Romania in 2001, and a bachelor’s degree in mechanical engineering from the University of Aleppo in 1992.
He worked as Assistant to the Minister of Electricity for sector regulation affairs from 2022 until his appointment as Minister of Electricity.He was appointed Director of the National Energy Research Center in 2023, and Chairman of the Central Energy Committee of the Engineers Syndicate.He has represented Syria in the International Renewable Energy Agency since 2022, and the Executive Office of the Arab Renewable Energy Authority in Jordan since 2021.
Finance Minister
Riyad Abdel Raouf
Born in Damascus in 1975.
He holds a doctorate in administrative sciences from France in 2010, and a diploma in in-depth studies in administrative sciences from France in 2005.
He holds a master’s degree in accounting, specializing in auditing, from the Faculty of Economics at the University of Damascus in 2002, and a bachelor’s degree in economics from the University of Damascus in 1997.
He worked as Assistant to the Minister of Finance for Public Revenue Affairs since 2018, for Financial Policy Affairs since 2021, and for Budget Affairs from June 2024 until his appointment as Minister.He has worked as Deputy Governor for Syria at the World Bank Group since 2023.
Minister of Internal Trade and Consumer Protection
Louai Imad al-Munajjid
Born in Damascus in 1971.
He holds a degree in economics from the University of Damascus.
He was appointed Minister of Social Affairs and Labor in the previous government from 2023 until he was appointed by the current government’s decree as Minister of Internal Trade and Consumer Protection.
During his career, he held several positions, including:
Advisor to the Presidency of the Council of Ministers and Studies of the Economic Committee.
Expert in the team evaluating the tenth five-year plan and preparing the eleventh five-year plan.
Member of the Advisory Council at the Ministry of Transport and founder of the Public-Private Partnership Department.
Information Minister
Ziad Ghisn
Born in Damascus countryside in 1973.
He holds a degree in journalism from Damascus University in 1995.
He worked as chief editor and head of the economic section of Tishreen newspaper from 1998 until the end of 2008.
Editor-in-chief of Tishreen newspaper from 2011 to 2012, and a member of the Syrian National Committee, which was tasked in the summer of 2011 with developing the first integrated media law in Syria.
He also worked as General Director of the Al-Wahda Foundation for Press, Printing, Publishing and Distribution from 2018 to 2020 and director of the “Watan Blog” project since 2021, issued by the Syrian Scientific Society for Informatics.
Foreign and Expatriates Minister
Bassam Sabbagh
Born in Aleppo in 1969.He holds a university degree in political science from Damascus University in 1990.He worked as a diplomat in the Ministry of Foreign Affairs since 1994, and as a second secretary at the Syrian Embassy in Washington from 1995 until 2000.
He worked as an advisor in the Permanent Mission of Syria to the United Nations in New York from 2001 to 2006.
He was appointed Syrian Ambassador to Austria, non-resident Ambassador to Slovakia and Slovenia, Permanent Representative to the United Nations Office in Vienna, and Resident Representative to other international organizations (International Atomic Energy Agency, UNIDO, United Nations Office on Drugs and Crime) from 2010 to 2020.
He was appointed Permanent Representative of Syria to the Organization for the Prohibition of Chemical Weapons in The Hague, Netherlands, from 2013 until 2020.
He was appointed Permanent Representative of Syria to the United Nations in New York from 2020 to 2023.
He was appointed Deputy Minister of Foreign Affairs and Expatriates in 2023 and continued until his appointment as Minister of Foreign Affairs in 2024.

Ahmed Mohammad Bustaji
Born in Idlib city.
Graduate of the Faculty of Law from Damascus University.
He was appointed State Attorney at the Ministry of Justice for ten years.
He worked as a lawyer at the Idlib Bar Association
Member of the Central Committee of the Syrian Communist Party and member of its Political Bureau.
He was elected as a member of the Idlib Governorate Council for more than one term, then a member of the People’s Assembly.
He is married and has three sons and a daughter.

Ahmad Hadla
Born in Aleppo in 1976.
He holds a law degree from the University of Aleppo in 2001.
Member of the Political Bureau of the Arab Democratic Union Party and head of the offices of popular organizations, professional unions, and legal affairs in the party.
Member of the People’s Assembly for the fourth legislative term, member of the Bar Association Council, Chairman of the Association’s Young Lawyers Committee, and member of the Tenth and Eleventh Congresses of the National Progressive Front.
