Al-Jaafari: terrorism of ISIS, Jabhat al-Nusra and negative intervention in Syrian affairs are real obstacles in front of humanitarian work in Syria

New York, SANA- Syria’s Permanent Representative to the United Nations Dr. Bashar al-Jaafari said that the unilateral economic measures imposed on the Syrian people were behind the negative repercussions that created difficulties which impede the implementation of humanitarian plans in the country.

Al-Jaafari, in a statement at UN Security Council’s session on the situation in Syria held on Thursday, added that the deterioration of humanitarian situation in some Syrian areas was because of the terrorism of ISIS and Jabhat al-Nusra organizations and the clashes among them and their prevention of the entry of any humanitarian materials.

He went on to say that the non-commitment of the donor counties made the rate of funding the response plans decrease to nearly 12%, adding this was a real obstacle ignored by those who prepared the report about the humanitarian status in Syria.

Al-Jaafari affirmed that the continued negative intervention of some regional and international sides in the Syrian domestic affairs and obstructing efforts aimed at reaching a peaceful solution to the crisis in Syria through a political process were also behind the reason of obstructing the delivery of the humanitarian aid.

He added that the Syrian government spares no effort to improve the lives of citizens in all regions without discrimination, adding that the depth of the humanitarian crisis was the result of the continuation of some regional and international parties who block all political solutions.

As for the monthly report of the UN about the humanitarian situation in Syria, al-Jaafari pointed out that these reports contradict, in their structure and approaches, the humanitarian noble goals which are supposed to be achieved through a process that is impossible to succeed without cooperation and humanitarian coordination between the Syrian government and the UN without any political considerations.

“I affirm, unfortunately, that the target of the monthly report was deliberately substituted from focusing on the difficulties that face the humanitarian access in Syria into exploiting the report by some permanent member states and making it a means to defame the Syrian government and exert pressure on it,” al-Jaafari said.

He added that international officials have confirmed that some figures at the UN Office of Coordination of Humanitarian Affairs (OCHA) provoke against the Syrian government and claim that there is no need to coordinate with it, noting that those who prepared the monthly report ignored what the US-led coalition has done by targeting the Syrian infrastructure and the use of incendiary weapons.

“In this regard, the government of Syria stresses that criticizing the national reconciliations by the report formulators is a message that politically supports terrorists and their financiers,” al-Jaafari said, adding that these reconciliations have formed and still form the end of the suffering of millions of civilians who were used by the armed terrorist groups as human shields.

Al-Jaafari wondered why formulators of the report and other UN officials don’t take into consideration the losses of lives which exceed thousands and the huge damages in the Syrian infrastructure that exceeded billions of dollars caused by the brutal shelling of the so-called “international coalition.”

He added that responsibility for imposing the siege on areas classified by the report as “besieged areas” falls upon armed terrorist organizations that take civilians as human shields and prevent access of the humanitarian aid.

In this regard, al-Jaafari pointed out to Kafrya and al-Foua’a towns in Idleb which still live under the siege of Jabhat al-Nusra terrorists since more three years, adding “in spite of that, the UN has stopped demanding to send any humanitarian convoys to the residents of these towns who reach 7 thousand.”

“There was no professional ripeness in the UN reports about the humanitarian situation in Syria… we want a humanitarian partnership with the Syrian government, we don’t want OCHA to replace the Syrian government and we won’t allow this to be done,” al-Jaafari said.
